DATU BLAH SINSUAT (10 OCTOBER 2022) — During the culmination of the very first Layag Festival in the Municipality of Datu Blah Sinsuat (DBS) in the province of Maguindanao del Norte on Sunday, 09 October 2022, Minister of the Interior and Local Government Atty. Naguib G. Sinarimbo and DBS Municipal Mayor Datu Marshall I. Sinsuat signed Memorandum of Agreement (MOA) for the implementation of five units of two-storey Barangay Hall Buildings in the barangays of Pura, Tubuan, Tambak, Resa, and Nalkan.
Said infrastructure projects, programmed at PHP3.5 million each barangay hall totalling to PHP17.5 million for all five, are funded under the Office of the Chief Minister-Support to Local Moral Governance (OCM-SLMG), being implemented by the Ministry of the Interior and Local Government - Bangsamoro Autonomous Region in Muslim Mindanao (MILG-BARMM) through the Project Management Development Division (PMDD).
“Napakaganda ng mga barangay hall na programa ng BARMM [government]. Maraming salamat at lagi tayong binibiyayaan ng BARMM [government]. Kami sa DBS ay full support sa BARMM [government],” said Sinsuat.
(The barangay hall program of the BARMM [government] is excellent. Thank you very much that we are always provided by the BARMM [government]. We at DBS are in full support of the BARMM [government].)
MILG continues to pour support to local gov’t infra projects in Datu Blah Sinsuat
According to the Interior and Local Government Minister representing BARMM Chief Minister Ahod B. Ebrahim during the event, the barangay halls are the latest additions to the infrastructure projects in support of local moral governance of the municipality, one of the marching advocacies of the Bangsamoro Government under the leadership of Chief Minister Ahod B. Ebrahim.
Sinarimbo detailed that other infrastructure support programs by the Ministry in the coastal municipality of DBS include the ongoing construction of their municipal building, the already completed municipal police station, and the ongoing construction of their public market which is envisioned to be the center of trade commerce of the municipality.
“Ito ang mga basic na infrastructure projects para masuportahan ang mas mahusay na pag-gugobyerno dito sa DBS. Maliban sa basic infrastructures, tayo ay nakikiisa sa vision ng Datu Blah Sinsuat, dahil kapag klaro sa inyo kung saan kayo pupunta, siguradong maaabot niyo ang gusto ninyong maabot,” said Sinarimbo.
(These are basic infrastructure projects to support better governance here at DBS. Aside from basic infrastructures, we are one with the vision of Datu Blah Sinsuat, because when you are clear about where you want to go, you will surely reach what you want to achieve.)
Meanwhile, Member of the Parliament (MP) Engr. Baintan Ampatuan stressed that the Bangsamoro Government through the Bangsamoro Transition Authority (BTA) will continue to support local government units’ journey towards sustained development.
“Kayo[ng] [constituents] ang tunay na nagbibigay sa amin ng inspirasyon para magtrabaho sa parliyamento. Ano man ang kaya naming suportahan, maliit man o malaki ay ibinibigay namin para sa tuloy-tuloy na pag-unlad,” Ampatuan said.
(“You [the constituents] are the ones who truly inspire us to work in the parliament. Whatever we can support, huge or small, we provide for continuous development.)
Also present during the culmination program were MP Romeo Sema, MP Oranon Suwaib, Pagalungan Mayor Datu Salik Mamasabulod, Philippine National Police PRO BAR Deputy Regional Director PBGen. Pablo Labra II, DBS Vice Mayor Raida Tomawis Sinsuat, and the other municipal and barangay local chief executives and officers.
Layag Festival a symbol of journey towards peace, dev’t
“Yung pagsasagawa ng mga festival ay importante sa panahon ngayon. Isang simbolo patungo sa kaunlaran, ’yun ang layag. Ang DBS is gifted with beautiful beaches and majestic mountains,” underscored Sinarimbo, explaining how the first Layag Festival of the municipality can open doors for greater tourism opportunities.

Sinarimbo added that this festival has the potential to be among regional festivities of the BARMM which may lead to DBS being a premier tourist destination in the coastal area of Maguindanao del Norte. The Minister also urged the LGU to submit their resolution to the Ministry of Trade, Investments and Tourism (MTIT) for the Layag
Festival to be included in the calendar of tourist destinations in the Bangsamoro Region.
According to Baislaniya M. Kabamblan, Municipal Tourism Officer of DBS LGU, the layag or sail is part of the municipality’s history, culture, and livelihood of its people.
“Bilang tanda ng pagkilalala at pagpapahalaga ng kasaysayan at patuloy na paglalayag tungo sa kaularan at kapayapaan ay ipinasa ang Ordinance No. 09-01 series of 2022 to promote coastal and marine resources of DBS,” explained Kabamblan.
(As a sign of recognition and appreciation of history and continued sailing towards prosperity and peace, the Ordinance No. 09-01 series of 2022 was passed to promote coastal and marine resources of DBS.)
Meanwhile, instrumental to the municipality’s transformation, improved peace and development, according to its Local Chief Executive, is the regular receipt of its Internal Revenue Allotment (IRA), which started during the assumption of the Bangsamoro government.
“Nagkaroon po tayo ng IRA dahil po sa BARMM. Kaya sabi ko kahit anong mangyari sa BARMM pa din tayo, dahil kung hindi sa BARMM wala tayong sweldo – ten years walang laman ang account ng DBS, di mo alam saan kukuha. Pero noong nag-assume ang BARMM, kasabay ang IRA ng DBS. Salamat kay Chief Minister Ebrahim, Minister Sinarimbo, Minister Macacua, Minister Iqbal, sa lahat ng tulong ninyo sa amin,” said Sinsuat.

That's why I said no matter what happens we will still be with BARMM because if not for the BARMM [government], we will not have any salary, the DBS account will still be empty – for ten years, you don't know where to get resources. But when BARMM assumed, DBS's IRA also came. Thank you to Chief Minister Ebrahim, Minister Sinarimbo, Minister Macacua, Minister Iqbal, for all your help.)
The Layag Festival will now be celebrated in DBS every second week of October of every year.
